What is an Emergency Shelter Plan for the State?

survivalist book

A statewide emergency shelter plan (SES) is a key document for responding to a natural disaster. It provides guidance on how to use resources to support mass care and shelter efforts. If a state or country is looking to expand its public hurricane evacuation network, a plan is essential. This plan will help to prioritize needs and ensure resources are allocated in the best places. This process can take place via conference call or in-person at SEOC. The SIRS is managed by MEMA, ARC and other organizations.

Sheltering: The ARC 4-model approach

A state-wide emergency shelter plan is a collaborative effort that takes into account the needs of the affected communities as well as the capabilities of mass care providers. Using the four-model approach to sheltering, the ARC maintains a list of available facilities and situational awareness of sheltering needs. It also collects data from local shelters to monitor ongoing resident needs. The coordinated response team collaborates with state agencies to provide services such as clean-up, food, water, or assistance.

The four-model approach to sheltering satelite plan includes a number of strategies that ARC uses to support the community during emergencies. First, ARC uses the four-model approach to sheltering that is outlined in Exhibit C-1. Secondly, it evaluates facilities and assesses their readiness for emergency sheltering. Third, ARC uses the shelter classification system to identify critical gaps in staffing, equipment, and service.

ARC statewide Emergency Shelter Plan

The ARC statewide Emergency Shelter Plan includes recommendations about how to provide shelter for people who have been displaced by natural disasters like earthquakes, floods, or other types of extreme weather. These decisions are made in part by the agency that oversees the state's shelters. These resources can be prioritized according a specific need or region. The plan also includes information about services at the shelter and alternative facilities. For services to be provided at shelters or facilities, the person may have to consent in writing.

The ARC uses a four-model approach for planning and implementing shelters. The organization maintains a list of all available facilities and collects data about ongoing shelter needs. The organization keeps an eye on the state's sheltering requirements by monitoring occupancy levels, ongoing needs of residents and maintaining a situation awareness. Finally, the ARC works closely with local agencies and mass care providers to manage the shelters.

ARC statewide competitive grants application process for retrofitting hurricane evacuation shelters

The Division of Emergency Management has just announced the opening of a competitive grant submission process for retrofitting storm shelters. These grants help build or enhance hurricane shelters, and they can cover as much as 75 percent of the project costs. FEMA can only pay a certain amount. For small, poor communities, the federal share of the payment is limited to $3,000,000

A project must be proposed by an eligible organization to receive a statewide ARC grant. A successful proposal must be supported by the county's emergency management agency, which must recommend the project. In writing, the applicant must state that the shelter will be made available to emergency managers. There may be independent proposals included in an application. One company might propose a retrofitting scheme to build more hurricane shelters.

FAQ

What is the main difference between a knife with a fixed blade and a knife that folds?

Folding knives fit easily in pockets or backpacks because they fold up compactly. The blade folds away when not in use.

Fixed-bladed knives are designed to remain fixed during normal use. They have longer blades than those of folding knives.
